**Cairo, Egypt –** A potential breakthrough in the 15-month Israel-Hamas conflict emerged Tuesday as Hamas accepted a draft ceasefire agreement, according to two officials involved in the negotiations. The agreement, also confirmed by Egyptian and Qatari officials, involves a phased release of hostages held by Hamas in exchange for the release of Palestinian prisoners held by Israel.

Mediators from Qatar, Egypt, and the United States have been working intensively to secure a deal before the January 20 inauguration of U.S. President-elect Donald Trump. Qatari officials described the negotiations as being at their “closest point ever” to a final agreement. While an Israeli official confirmed progress, details are still being finalized and require Israeli cabinet approval.

The proposed three-phase agreement, based on a framework laid out by President Biden and endorsed by the UN Security Council, would begin with the release of 33 hostages over six weeks, including women, children, and the elderly. This would be exchanged for the release of hundreds of Palestinian women and children. During this initial phase, Israeli forces would withdraw from population centers in northern Gaza, allowing Palestinians to return home, and a significant surge in humanitarian aid would be provided.

Subsequent phases would see the release of remaining hostages in exchange for further prisoner releases and a complete Israeli withdrawal from Gaza. However, significant challenges remain, including the lack of written guarantees for a sustained ceasefire beyond the initial phase. The deal also leaves Hamas potentially in control of Gaza unless an alternative government is negotiated. A final phase would focus on returning the bodies of deceased hostages.

Despite the optimistic outlook, the conflict continues to claim lives. Overnight Israeli strikes killed at least 18 Palestinians, including women and children. Simultaneously, Houthi rebels in Yemen fired missiles at Israel, though no injuries were reported.

The conflict, triggered by a Hamas attack on October 7, 2023, has resulted in the deaths of over 46,000 Palestinians and around 1,200 Israelis. Approximately 100 Israelis remain captive in Gaza. The intense pressure to reach a deal before Trump’s inauguration has intensified negotiations.
