**VISAKHAPATNAM, January 7, 2025** – Prime Minister Narendra Modi is set to lay the foundation stone for the South Coastal Railway (SCR) Zonal Headquarters in Visakhapatnam on January 8th, fulfilling a long-standing demand of the North Andhra region. While the announcement is welcomed by rail activists and union leaders who have campaigned for decades for a separate zone, concerns remain regarding the future of the existing Waltair Division.
Activists emphasize the need to maintain the Waltair Division, headquartered in Visakhapatnam, and to expedite the operationalization of the SCR to prevent further losses, including the transfer of vacant posts to Odisha. Former general secretary of the East Coast Railway Shramik Union, Chalasani Gandhi, highlighted the issue, stating that vacant positions are being shifted to Khurda and Sambalpur divisions due to delays. He also suggested utilizing existing railway buildings for the SCR General Manager’s office until the new headquarters are completed.
Other pressing concerns include the continued existence of the Waltair Division and the speedy approval of the pending Detailed Project Report (DPR) with the Railway Board. The Waltair Division’s assets, including the Diesel Loco Shed, Electric Loco Shed, and Wagon Repair Shop, are located in Visakhapatnam, requiring a significant local presence of railway staff. Furthermore, the divisional officials’ presence is crucial for efficient coordination with local industries regarding the transportation of goods.
A master plan for the SCR Headquarters building, estimated at ₹154.82 crore, was already prepared in 2021. The proposed nine-story building will include two basement levels for parking. The focus now shifts to ensuring the smooth transition and preventing any setbacks for the Waltair Division as the new zonal headquarters takes shape.
