**Belagavi, Karnataka – January 5, 2025** – The Chairman of the Karnataka Legislative Council, Basavaraj Horatti, has temporarily blocked a Criminal Investigation Department (CID) investigation into allegations of obscene remarks made by BJP MLC C.T. Ravi against Women and Child Development Minister Laxmi Hebbalkar.
Minister Hebbalkar filed a complaint on Saturday, providing audio and video evidence of the alleged incident, which occurred during a Council session in Belagavi. The initial police complaint has been transferred to the CID, who requested permission to conduct a “mahazar” (spot investigation) of the Council hall.
However, Chairman Horatti stated he will only grant access after receiving detailed information from the CID regarding their investigation plan. He questioned the necessity of a physical inspection, given the nature of the alleged offense, and demanded a clear outline of the investigators’ actions.
While the Minister’s office claims this is the second complaint filed – the first being submitted on the day of the incident – Chairman Horatti stated he received the complaint on Saturday and will review it, along with a forensic examination of the evidence. He added that he was not present during the alleged incident and had already adjourned the session.
Despite the political ramifications of the case, Chairman Horatti expressed his intention to mediate between the two parties involved. However, he acknowledged the difficulty in resolving the matter amicably given its current political context.
