**Imphal, Manipur – December 24, 2024** – The Manipur government has deported 38 Myanmar nationals deemed illegal immigrants, a move that comes on the heels of the re-implementation of stricter border control measures across the states of Manipur, Nagaland, and Mizoram. The Union Ministry of Home Affairs (MHA) reinstated the Protected Area Regime (PAR) on December 17th, requiring all foreigners to obtain prior permission and Protected Area Permits (PAPs) before entering these regions.

The decision to reinstate the PAR, previously relaxed since 2010 to boost tourism and due to improved security, cites growing security concerns in the border areas. This follows escalating ethnic violence in Manipur between the Kuki-Zo and Meitei communities since May 3, 2023, and an influx of over 40,000 Myanmar refugees into neighboring states following the 2021 military coup in Myanmar. Many of these refugees share ethnic ties with communities in Manipur and Mizoram.

Chief Minister N. Biren Singh has linked the ongoing violence to “outsiders and foreign hands,” highlighting the complex security situation. The re-implementation of the PAR affects all foreigners, including Myanmar nationals who previously did not require PAPs with certain visas. Now, all foreigners must register with the Foreigners Registration Officer within 24 hours of arrival. The Free Movement Regime (FMR) along the India-Myanmar border has also been suspended. Permits can be obtained through various channels, including Indian missions and designated government offices. Citizens of Afghanistan, China, and Pakistan, along with those originating from those countries, will continue to require prior MHA approval. The move underscores a hardening stance on border security amidst ongoing conflict and migration challenges.
