**New Delhi** – Prime Minister Narendra Modi on Sunday unveiled a new governance mantra, “Pro-people, Pro-active Good Governance” (P2G2), as the cornerstone of India’s ambition to become a developed nation. Addressing the fourth Chief Secretaries Conference, Modi emphasized P2G2’s role in transforming India into a high-income country.
The Prime Minister urged states to simplify citizen-facing processes, combat bureaucratic harassment, and explore viability gap funding for e-waste recycling. He also stressed the importance of identifying and supporting entrepreneurs, particularly in smaller cities and rural non-farm sectors.
PM GatiShakti, a national master plan, was highlighted as crucial for good governance, with Modi directing its updates to include environmental impact and disaster-prone area indicators. He further emphasized the digitization of old manuscripts using technology.
Modi called for India to become a global leader in frontier technologies like AI, ML, big data, the Metaverse, and quantum computing – a market projected to reach $3.2 trillion by 2025. He lauded the growth of startups, particularly in Tier 2 and 3 cities, and urged states to foster a supportive environment for their development.
The conference focused on promoting entrepreneurship, employment, and skilling to leverage India’s demographic dividend. Modi stressed the importance of the “reform, perform, transform, and inform” approach, ensuring citizens are aware of government initiatives. He also highlighted the success of the GOBARdhan program, converting cattle waste into energy, as an example of a circular economy. Addressing public health, Modi emphasized tackling obesity under the Fit India movement.
Finally, the Prime Minister advocated for robust human resource development in urban areas, particularly focusing on specialized institutions for urban governance, water, and environmental management. He emphasized the need for adequate urban housing to support industrial growth and encouraged citizen participation in national development.
