His political career further included serving as the Speaker of the Karnataka Legislative Assembly from December 1989 to January 1993.
He began his political journey with the Praja Socialist Party before joining the Indian National Congress. He served in the cabinets of Prime Ministers Indira Gandhi, Rajiv Gandhi, and Manmohan Singh. In 2017, he joined the Bharatiya Janata Party (BJP) following reported disagreements with the Congress leadership. He formally retired from active politics on January 7, 2023.
