NEW DELHI – The Indian government announced a major overhaul of its Permanent Account Number (PAN) system, aiming to create a unified, digital identity for businesses and individuals. The Cabinet approved the Rs 1,435 crore ($172 million USD) PAN 2.0 project, which will incorporate several key changes.

All existing and new PAN cards will feature a QR code, enhancing security and integration with financial transactions. The upgrade will also see a completely online application process, replacing the current paper-based system. Crucially, the project will consolidate PAN, TAN (Tax Deduction and Collection Account Number), and TIN (Taxpayer Identification Number) into a single, common business identifier, streamlining tax compliance for businesses.

The initiative also prioritizes data security. A mandatory “PAN data vault system” will be implemented, ensuring that entities holding PAN data adhere to stringent security protocols. The existing IT infrastructure will be overhauled, with a new unified portal offering improved grievance redressal.

Approximately 78 crore (780 million) PAN cards are currently in circulation. Existing holders can upgrade their cards free of charge to receive the new QR code-enabled version. The Income Tax Department will release further details regarding the application process and timeline in due course. The upgrade is expected to improve ease of access to taxpayer services and enhance the efficiency of tax administration.
