**New Delhi, [Date]** – The Indian government has announced a landmark initiative to revolutionize access to international research for its academic community. The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the “One Nation One Subscription” (ONOS) scheme, a ₹6,000 crore (approximately $728 million USD) project providing nationwide access to over 13,000 e-journals from leading international publishers.
Launching in 2025, ONOS will benefit over 18 million students, faculty, and researchers across more than 6,300 institutions, including central and state government-funded higher education establishments and central government R&D labs. The scheme aims to bridge the research gap between urban and rural areas, ensuring access for researchers in tier 2 and tier 3 cities.
Managed digitally by INFLIBNET, an autonomous body under the University Grants Commission (UGC), ONOS aligns with the National Education Policy (NEP) 2020 and the Anusandhan National Research Foundation (ANRF) goals. The Department of Higher Education will launch a unified portal for institutional access, complemented by a nationwide awareness campaign.
The government believes ONOS will significantly enhance India’s global research standing, fostering innovation and supporting the nation’s vision of becoming a self-reliant and developed nation (“Atmanirbhar Bharat” and “Viksit Bharat”) by 2047. The scheme is expected to promote both specialized and interdisciplinary research across the country.
