**New Delhi, November 24, 2024** – The Supreme Court of India has summoned the Centre for Air Quality Management (CAQM) to explain allegations of withholding information regarding satellite surveillance of stubble burning in Punjab and Haryana. The CAQM, however, defends its actions, citing a significant reduction in crop burning incidents over the past four years – 71% in Punjab and 44% in Haryana.
The court hearing centers on accusations that the CAQM concealed from farmers the timing of satellite monitoring of their fields. In its affidavit, the CAQM presented data showing a decline in stubble burning incidents from 70,856 in Punjab and 6,464 in Haryana in 2021 to significantly lower numbers in subsequent years. The body also highlighted its enforcement efforts, including field inspections, the imposition of environmental compensation (₹1,26,19,000 total), and the registration of numerous FIRs under the Bharatiya Nyaya Sanhita. 111 officials have also faced prosecution for non-compliance.
The CAQM rejected petitioners’ calls for a panel of retired judges to oversee anti-stubble burning operations. While acknowledging the need for proactive implementation of the Graded Response Action Plan, the CAQM argued for flexibility in enforcement due to unforeseen circumstances that could delay restrictions on vehicle traffic.
The CAQM further revealed its collaboration with the Indian Space Research Organisation (ISRO) to develop a more accurate method for assessing burnt areas. The new protocol is currently undergoing testing. The hearing continues on November 25th.
