Bengaluru, November 20, 2024 – The Bruhat Bengaluru Mahanagara Palike (BBMP)’s new e-khata system, launched October 1st, has seen over 6 lakh downloads since its inception. This digital property registration system aims to streamline property ownership records, increase transparency, and reduce corruption. While the system is designed to be faceless and contactless, integrating with sub-registrars and utilizing blockchain technology, challenges remain.

Many users report difficulty finding their property information using the online search function, primarily due to incorrect spelling of the owner’s name in Kannada or English (approximately 80% of cases). Other issues include name mismatches, digital errors, and pending mutations. The BBMP has established a helpdesk and BengaluruOne Centres to assist citizens with these issues. Resolving these issues requires contacting the helpdesk or visiting a BengaluruOne Centre. More complex cases are referred to the Assistant Revenue Officer (ARO) for electronic resolution within 10 days.

To obtain the final e-khata, citizens must complete Aadhaar eKYC, upload property GPS coordinates and photos, provide the registered sale deed number and Bescom meter number. While an Encumbrance Certificate (EC) from April 1, 2004, onwards is optional for the e-khata process, it’s mandatory for property registration. Many documents are fetched electronically, streamlining the process. A ₹125 online payment is required for final e-khata issuance.

Those lacking necessary documents can meet with an ARO. A seven-day objection period is available for citizens to challenge draft e-khatas. Those unable to apply online can utilize BengaluruOne Centres, providing necessary documents for data entry. The BBMP plans to authorize private enterprises and cyber cafes to assist citizens for a nominal fee. Those without Aadhaar can obtain an e-khata using alternative identification documents at an ARO office. The e-khata is now mandatory for property registration in the state.
