While annual COP meetings garner significant attention, the report highlights the crucial challenge of translating global cooperation into effective action when national interests diverge.

The report underscores the inequities inherent in both climate change and its mitigation efforts. Developed nations, historically responsible for the bulk of greenhouse gas emissions, are falling short of their commitments to reduce emissions and provide financial aid to developing countries. Developing nations, particularly small island states, disproportionately bear the brunt of climate change impacts.

India, a rapidly developing nation with a large population, faces unique challenges. While its per capita emissions are low, the report notes that emissions from the wealthiest 10% of the population are twenty times higher than those of the poorest 10%. The report also emphasizes that India’s size and diversity mean some regions are significantly more polluting than others. The authors warn that pursuing Western-style consumption patterns would lead to unsustainable resource depletion and severe environmental consequences.

To achieve its net-zero target by 2070, India would require massive expansion of renewable energy, potentially exceeding 7,000 GW of solar and wind capacity. However, this ambitious goal competes with other critical needs such as food security, forest preservation, and biodiversity protection. The report suggests a more sustainable pathway involves a “sufficiency consumption corridor,” balancing development aspirations with environmental limits. This includes demand-side measures like energy-efficient infrastructure, sustainable transportation, and mindful consumption patterns. On the supply side, decentralizing energy production and expanding nuclear power are key recommendations.

The CSTEP researchers conclude that India’s success in balancing development with climate action will be crucial. The report emphasizes that while some factors, like the US presidential election, are beyond India’s control, the nation must proactively address its own challenges to secure a sustainable future.
