Sun Nov 17 06:30:00 IST 2024: ## Conflicting Data Paints Bleak Picture of Delhi Employment Despite Official Optimism

**New Delhi, November 17, 2024** – While official government data paints a rosy picture of Delhi’s employment rate, a ground-level assessment reveals a starkly different reality, marked by widespread unemployment and job insecurity. The Central Government’s Periodic Labour Force Survey (PLFS) reported a dramatic decrease in Delhi’s unemployment rate (UR) to 1.8% in the first quarter of 2024, a near halving from the previous quarter. However, this data is challenged by experts and on-the-ground observations.

Interviews with daily wage laborers, students, government officials, and economists reveal significant distress stemming from joblessness. Experts point to the significant relative standard error (RSE) of 18.2% in the Delhi UR data, suggesting potential inaccuracies due to small sample sizes. Furthermore, the discrepancy between quarterly and annual UR data, calculated using different methodologies, raises concerns about the reliability of the reported figures. Economists argue that the quarterly data, using ‘current weekly status’, provides a more accurate reflection of the unemployment situation than the annual ‘usual status’ data.

The narrative is further complicated by the political context. A long-standing power struggle between the AAP-led Delhi government and the Lieutenant Governor has stalled numerous job creation projects. Despite claims by the AAP chief Arvind Kejriwal of creating millions of jobs through initiatives like the Rozgar Bazaar portal, an RTI request revealed a lack of verifiable data supporting these claims. The portal itself has been largely non-functional for over a year.

The challenges extend beyond daily wage earners. Recent graduates from prestigious universities like JNU and DU also face significant difficulty finding employment, with many experiencing delayed or cancelled job offers. Even IIT Delhi reported a slight decrease in placements this year, mirroring the overall economic slowdown. The pandemic further exacerbated the situation, forcing many into the gig economy with precarious working conditions.

The conflicting data and on-the-ground realities highlight a critical need for a more accurate and transparent assessment of Delhi’s employment situation. The discrepancy between official statistics and the lived experiences of Delhi residents underscores a broader challenge in accurately capturing the true extent of unemployment across India.
