**Vientiane, Laos:** Defence Minister Rajnath Singh will meet his Chinese counterpart, Dong Jun, on the sidelines of the ASEAN summit in Laos, marking the first ministerial-level meeting since the two militaries completed disengagement in eastern Ladakh last month. The meeting, scheduled for November 20, is seen as a significant step in rebuilding bridges between India and China following years of tensions along the Line of Actual Control (LAC).
This will be the first meeting between the Defence Ministers since April 2022, when China’s Li Shangfu visited Delhi for the Shanghai Cooperation Organisation summit. The meeting comes after Prime Minister Narendra Modi and President Xi Jinping met in Russia last month, marking the first bilateral meeting since 2020.
The planned encounter is viewed as a confidence-building measure aimed at easing tensions following the violent clashes in Galwan and Pangong Lake in 2020, which resulted in the deaths of 20 Indian soldiers. Both sides subsequently ramped up their military presence in the region.
While this meeting is a positive development, it remains unclear what steps will be taken next to further disengage troops and return to pre-2020 positions. However, the recent exchange of Diwali sweets between Indian and Chinese troops along the border indicates a potential shift towards normalcy.
The meeting comes against a backdrop of significant military build-up by China in recent years, including the construction of new bases and infrastructure near the LAC. This has raised concerns in India, particularly regarding a new base near Pangong Lake, which is significantly larger than previous Chinese bases in the region.
Following the disengagement agreement in Ladakh, China began to withdraw troops from certain areas, with satellite images confirming this withdrawal in the Depsang and Demchok regions. India has also resumed patrolling to a key point in the Depsang region.
External Affairs Minister S Jaishankar confirmed the patrolling agreement, and Army chief General Upendra Dwivedi stated that the Indian military is working to rebuild trust with China.
This meeting in Laos represents a significant step towards improving relations between India and China, though challenges remain. The upcoming dialogue provides an opportunity for both sides to address concerns and explore further steps towards de-escalation and establishing a more stable border situation.
