**AMARAVATI, November 15, 2024** – The Andhra Pradesh government has taken a significant step towards eliminating discrimination against leprosy patients by introducing a bill to amend the Dr. NTR University of Health Sciences Act, 1986. The proposed amendment seeks to remove the phrase “deaf-mute or suffering from leprosy” from the Act, effectively ending discriminatory provisions against individuals affected by the disease.
The bill was introduced by Health Minister Satya Kumar Yadav on November 14th, 2024, in the Legislative Assembly. The move follows recommendations from both the National Human Rights Commission (NHRC) and the Ministry of Social Justice and Empowerment.
The NHRC, in a comprehensive advisory issued in January 2022, urged the amendment of 97 laws to eradicate discrimination against leprosy patients. The commission identified 20 discriminatory laws in Andhra Pradesh, including the Dr. NTR University of Health Sciences Act, 1986.
The Ministry of Social Justice and Empowerment, in its letter dated October 13, 2023, also highlighted the discriminatory nature of several statutory provisions in the state, including the Act in question. The ministry recommended its amendment to ensure equal opportunities for people with disabilities, including leprosy-cured individuals.
The Andhra Pradesh government’s decision aligns with the Rights of Persons with Disabilities Act, 2016, which mandates the elimination of all forms of discrimination against individuals with disabilities. The proposed amendment seeks to remove the discriminatory language from Sections 41(1)(a) and 42(2) of the Act.
