**Moscow, Russia** – In a move seen as a further crackdown on Western values, the Russian parliament has passed a controversial law banning propaganda that encourages people to choose against having children.

The law, passed unanimously by the Duma on Tuesday, will target online content, media, advertising, and films that promote a rejection of childbearing.

The legislation, deemed crucial by lawmakers, aims to combat what they call “destructive content” promoting a “conscious rejection of having children.” While proponents claim it will not punish personal choices, the practical distinction remains unclear.

Violations of the ban will face hefty fines for individuals (up to $4,000) and businesses (up to $51,000). Additionally, foreigners found guilty of disseminating the banned information will be subject to deportation.

Duma speaker Vyacheslav Volodin characterized the law as “fateful,” emphasizing the necessity of children for the nation’s future. He also framed the legislation as a measure to shield citizens from information that could negatively impact their development.

The bill is expected to be signed into law by President Vladimir Putin after passing through the upper house of parliament on November 20th.

This new legislation joins a string of other measures targeting what Moscow considers Western liberal ideas. Existing bans on LGBTQ propaganda and gender reassignment have been further bolstered by this law.

Furthermore, the Duma also approved a ban on foreigners from countries that allow gender reassignment from adopting Russian children.

This move, along with the child-free propaganda ban, highlights the growing rift between Russia and the West. Moscow’s stance against Western values has intensified since its invasion of Ukraine, further isolating the nation from global norms.
