The court has mandated that only registered dolly workers with valid police verification certificates and health cards be permitted to carry pilgrims along the trekking path.
The Division Bench, comprising Justice Anil K. Narendran and Justice P.G. Ajithkumar, also directed the Travancore Devaswom Board (TDB) to ensure the fitness of dollies before each monthly puja and the Mandala-Makaravilakku festival season.
