**MANILA, PHILIPPINES –** The Department of Energy (DOE) and the Department of Environment and Natural Resources (DENR) have signed a Memorandum of Agreement (MOA) to simplify the permitting process for offshore wind (OSW) projects in the Philippines. The agreement aims to expedite the development of OSW projects, which are seen as a crucial component of the country’s clean energy transition.

Under the new system, the DOE will provide the DENR with a list of OSW service contracts. Once validated by the DENR, OSW developers will be able to proceed with construction after complying with specific requirements, effectively streamlining the process for acquiring necessary permits.

“This MOA is a crucial step in realizing the goal of the administration of President Marcos to deliver the first kilowatt-hours from offshore wind projects by 2028,” said Energy Secretary Raphael Lotilla.

The agreement also includes provisions for environmental safeguards at every stage of project development. Should a proposed OSW site fall within an environmentally critical zone or have prior vested rights, the DENR may impose additional conditions or even deny access.

The Philippine Ports Authority (PPA) has committed to modernizing three priority ports, including Currimao port in Ilocos Norte, Port of Batangas, and Jose Panganiban port in Camarines Norte, to support the needs of OSW projects.

“We are working hard that we will have at least our first kilowatt hour by 2028,” said Energy Undersecretary Sharon Garin. “It is not an easy task, but what is nice is everybody is working together.”

The collaboration between the DOE, DENR, and PPA is expected to attract significant investment and accelerate the development of OSW projects, contributing to the Philippines’ goal of achieving clean energy independence.
