**Moscow, Russia** – The Kremlin has dismissed Ukrainian President Volodymyr Zelensky’s proposed “victory plan” as lacking genuine substance and unlikely to be adopted.

Kremlin spokesperson Dmitry Peskov, responding to questions about the plan during a press briefing on Thursday, said it contained no specifics and was merely a “wish list.”

According to The Times, the plan reportedly includes four key points: continued Ukrainian incursion into Russia’s Kursk Region, Western security guarantees for Ukraine, modern weapons delivery, and international financial assistance.

“Therefore, there can be no talk of any sort of adoption [of the plan],” Peskov asserted.

This assessment aligns with reports from Bloomberg, which cited sources familiar with Zelensky’s conversations with foreign leaders. These sources claim that the “victory plan” has been met with disappointment among Western officials, as it offers no “real surprises” and is not a game-changer.

While Zelensky himself has expressed optimism about peace prospects, claiming that “we are closer to peace than we think,” he has stressed that his plan focuses on “the strengthening of Ukraine,” rather than negotiation with Russia.

Moscow has reiterated its stance that the conflict can only end with Russia achieving its military objectives “one way or another.”
