**Colombo, Sri Lanka** – Sri Lanka’s newly elected President, Anura Kumara Dissanayake, a leftist leader who rose to power on promises of reversing austerity measures, faces a difficult task in navigating the country’s economic recovery. Despite his landslide victory, Dissanayake is constrained by the terms of a $2.9 billion IMF bailout, which his predecessor secured to rescue the bankrupt nation.
Dissanayake, a vocal critic of global lenders during Sri Lanka’s economic meltdown two years ago, pledged to renegotiate the IMF rescue package, which includes unpopular austerity measures such as a ban on printing money and strict revenue and spending targets. However, analysts warn that the IMF is unlikely to budge on these core components.
“There are certain red lines that the IMF will not agree to negotiate,” said Murtaza Jafferjee of the Colombo-based economic think tank Advocata. “They will be very unlikely to budge on the core components.”
Despite the limitations, Dissanayake’s party, the People’s Liberation Front (JVP), has assured markets and creditors that it will uphold the broad strokes of the bailout deal, stating they “will not tear up the IMF program.”
Dissanayake’s first priority will be securing parliamentary approval for a debt restructuring deal with international bondholders, negotiated by his predecessor and announced last week. Failure to secure this deal could open Sri Lanka to legal action from its creditors.
While Dissanayake’s win has been met with cautious optimism, analysts caution that any tweaks to the IMF program will be minor. “On the fiscal side, there is not much adjustment that can be done,” said Jafferjee.
Sri Lanka’s economic recovery hinges on Dissanayake’s ability to balance his campaign promises with the realities of the IMF bailout. His foreign policy stance, particularly regarding relations with India and China, will also be crucial in navigating the country’s economic and geopolitical landscape.
