**Washington, D.C.** – US intelligence officials have revealed that Russia is the leading foreign actor using artificial intelligence (AI) to generate content targeting the 2024 presidential election. This development marks a significant escalation in foreign influence campaigns, as AI allows for the rapid and convincing production of divisive content aimed at swaying American voters.

According to officials, Russia is employing AI to create synthetic images, videos, audio, and text online, including fabricated content featuring prominent US figures and material designed to exacerbate divisive issues like immigration. These efforts align with the Kremlin’s broader goal of boosting former President Donald Trump and disparaging Vice President Kamala Harris.

While AI is playing a key role, Russia is also utilizing traditional tactics. Officials cited a fabricated video, spread by a fake local news website, that falsely claimed Harris was involved in a hit-and-run accident. They also reported manipulated videos of Harris’s speeches, possibly altered using editing tools or AI, disseminated on social media.

Iran is also employing AI for influence operations, targeting Americans across the political spectrum with AI-generated social media posts and fake news articles. These efforts focus on polarizing issues, such as the war in Gaza, and aim to undermine President Trump in the upcoming election.

China, the third major foreign threat, is utilizing AI in its broader influence operations, aiming to shape global perceptions of China and amplify divisive topics within the US like drug use, immigration, and abortion. However, officials haven’t detected any AI-powered operations targeting the outcome of voting in the US.

While deepfake threats remain a concern, AI is currently being used more frequently for other purposes, including boosting content production by foreign adversaries and generating memes and jokes by political partisans.

Despite this, the intelligence community is closely monitoring for foreign efforts to introduce deceptive or AI-generated content, including “laundering material through prominent figures,” using fake social media accounts or websites, and releasing fabricated leaks.

The Justice Department has recently accused Russian state broadcaster RT of funneling funds to pro-Trump influencers who posted videos critical of Harris and Ukraine, further highlighting the Kremlin’s active influence campaign.

This news underscores the growing threat of AI-powered influence operations targeting American elections. As the 2024 election approaches, US authorities are working to counter these threats and ensure a fair and secure voting process.
