**KYIV, Ukraine** – Ukrainian President Volodymyr Zelenskyy has stressed the urgency of allied support, warning that the success of his country’s victory plan hinges on rapid decisions being made within the next few months. During a press conference with European Commission President Ursula von der Leyen on Friday, Zelenskyy outlined his vision for utilizing a proposed multi-billion euro EU loan to bolster Ukraine’s defenses, energy infrastructure, and domestic weapons production.

The plan, however, is heavily reliant on the United States, Zelenskyy emphasized. He highlighted the crucial role of President Joe Biden, with whom he will meet next week. “Most of the decisions from the plan depend specifically on him [Biden],” Zelenskyy said. “On other allies too, but there are certain points which depend on the goodwill and support of the United States.”
