**Kampala, Uganda -** Despite President Yoweri Museveni’s commitment to providing universal primary and secondary education (UPE & USE), the education sector in Uganda is being sabotaged by the very people entrusted with its success: teachers. This alarming situation, as described by Deputy RDC Trevor Solomon Baleke, paints a bleak picture of a system riddled with corruption, incompetence, and a lack of patriotism.

Baleke highlights several key issues:

* **Inflated Student Numbers:** Headteachers are manipulating enrollment figures to receive inflated capitation grants, depriving students of the funds meant to improve their learning environment.
* **Illegal Fees:** Despite the free education policy, some headteachers are imposing illegal fees on parents, burdening struggling families and preventing children from accessing education.
* **Corruption and Incompetence:** School inspectors are accepting bribes and neglecting their oversight duties, further undermining the system’s integrity.
