**PRAGUE** – A debate over Ukraine’s right to strike deep inside Russia using long-range weapons has emerged within NATO, with the U.S. expressing caution while other allies, like the UK and Czech Republic, are more supportive.
The head of NATO’s military committee, Adm. Rob Bauer, stated that Ukraine has the legal and military right to defend itself, including striking targets within Russia, in order to gain a combat advantage. His statement reflects the view of several U.S. allies, but the Biden administration has yet to authorize the use of American-made weapons for such strikes.
Lt. Gen. Karel Rehka, chief of the Czech General Staff, emphasized his nation’s belief that Ukraine should have full autonomy in how it utilizes weaponry provided by its allies, including potentially striking inside Russia.
The issue of Ukraine’s use of long-range weapons has become a point of contention, particularly as the UK reportedly seeks U.S. approval for Ukraine to utilize British Storm Shadow missiles for expanded strikes in Russia. Components of these missiles are made in the U.S., requiring Biden’s authorization. While sources suggest Biden may be amenable, no official decision has been made.
While the topic of providing support and training to Ukraine was a major focus at the NATO chiefs’ meeting, it remains unclear whether the debate over long-range weapons was directly addressed.
The U.S. currently allows Ukraine to use American-provided weapons in cross-border strikes to counter Russian attacks, but prohibits the use of longer-range missiles like ATACMS. The U.S. argues that Ukraine already possesses drones capable of striking far into Russia and that ATACMS should be used judiciously due to their limited numbers.
Ukraine, facing the looming threat of a Russian winter offensive, has repeatedly urged the U.S. to lift restrictions on long-range weapons, arguing that they are necessary to weaken Russian logistics and capabilities.
Despite ongoing pressure, U.S. officials maintain their current policy on long-range weapons while continuing to provide support to Ukraine. Defense Secretary Lloyd Austin has emphasized that success in the war is not dependent on any single weapon system, highlighting Ukraine’s ability to utilize its own internally produced systems, including drones, to strike targets in Russia.
