**New Delhi:** The India Islamic Cultural Centre (IICC) has unanimously condemned the Waqf Amendment Bill 2024, calling it a blatant violation of the Indian Constitution and a deliberate attempt to undermine the Waqf system. This decision came after a national conference held on Sunday, where prominent scholars, former judges, lawyers, and IICC members voiced their concerns.
The IICC, now led by former Union Minister Salman Khurshid, argues that the Bill will negatively impact the beneficiaries of Waqf properties, including widows, orphans, and the poor, who rely on these endowments for their livelihoods. The conference also pointed out several flaws in the Bill, including:
* **UWMEED Acronym:** The use of this acronym is seen as a tactic to create division within the Waqf community.
* **Collector Raj:** The Bill proposes to replace the existing legal framework, granting excessive power to the Collector and undermining the independence of Waqf Boards.
* **Lack of Consultation:** The Bill was drafted without proper consultation with stakeholders, significantly altering the definition of Waqf beyond legislative boundaries.
Khurshid described the Bill as having “malicious intent” and called for its complete withdrawal. He highlighted the Bill’s detrimental impact on the Waqf system and its beneficiaries. A delegation from the IICC is scheduled to meet with the Joint Parliamentary Committee (JPC) on September 10 to present their concerns.
The conference saw passionate speeches from various figures, including Justice Iqbal Ansari, Dr. Syed Zafar Mahmood, and senior Supreme Court advocates. Several speakers, including Sardar Daya Singh, expressed concerns about the government’s intentions towards minority communities, drawing parallels between the Waqf Bill and potential threats to other communities like the Sikhs.
The government was forced to refer the Bill to the JPC due to significant opposition. Critics argue that the Bill targets the Muslim community, infringes on religious matters, and undermines federalism. The opposition has denounced the Bill as divisive and unconstitutional.
The IICC has resolved to form an expert committee to further analyze the Bill and provide a more detailed response to the JPC. The rejection of the Waqf Amendment Bill signals a fierce fight against what many perceive as an attempt to control and manipulate religious endowments.
